depends on where your fishing
if your up north like new jersey, new york,Massachusettss lures are the best
in you in the middle like deleware,maryland,virginia,north carolina, baits are the best.
in the south like south carolina south to flordia lures and bait work well References :
both. rig up one rod with a sinker and sut or live bait( depends on what youre fishing for) and cast and retrieve a lure with another rod. you will often get fish on both rigs References :

In most Surf-fishing environments a mixture of both would be your best bet.
Jetty and Inlet environments have fast moving tidal influence where a Lure might edge out Live bait.
If I were putting my Surf-fishing tackle box together I would def include some Jigs, Deep diving Hard Plastic lures, & Topwater lures.
Here are some suggestions on lures:
Jigs??- Gotcha Jigs, 1/2-3/4 OZ Jigheads (with a good color selection of 5"-6" Curly-tailed Grub body’s), Marabou Hair Jigs, Mylar Jigs.
Diving Hard Plastic’s??- Bagley Finger Mullet, MirrOlure Series 3 Catch 5, Yozuri Crystal Minnow (#57 color), Mann’s Magnum Stretch Minnow (12FT dive/8" model).
Topwater lures??- Heddon Saltwater Super Zara Spook Jr, Offshore Angler (BP brand) Lazer-eye Saltwater Series Pencil Popper, Etc.
When choosing lure colors for Surf-fishing:
1st- Go "realistic"- Purchase lures that mimic regional forage that is in the water most seasons, (like Mullet, Pogy, Crystal minnows, Ghost Minnows, Etc.). Mullet and Pogy/Menhaden colors are usually your best bet.
2nd- Go "weird"- Strange combinations of fluorescent colors can be VERY productive depending on when and where you are. "Clown", "Electric Chicken", "Chartreuse", Fluorescent colors work best when the water is dingy or murky in color.

PS-(The above lures I suggested should work in MOST East Coast Surf-fishing situations. MAKE sure to dowse your lures with a good aerosol saltwater fish attractant or your odds on catching anything decrease by 60%.)
